Masbate PNP bares significant accomplishments for the month of December 2011

The Masbate Police Provincial Office humbly presents its accomplishments for December 2011.

The intensified implementation and enforcement of Police Integrated Patrol System (PIPS) proved effective through strengthened police visibility, intensified checkpoints and enhanced patrol, and other police interventions yielded remarkable results for the peace and order situation in the province.

“Due to the strict implementation of PIPS, it prevented individuals from transporting and carrying illegal weapon which can be used for criminal purposes and also prevented the commission and escalation of crimes in the province”, according to the Provincial Director.

“Based on our record, there were five (5) individuals who were caught red handed illegally possessing firearms with a total of five (5) confiscated and recovered assorted firearms of different calibers and make and one (1) low-powered firearm with an expired licensed was also surrendered”, the Provincial Director added.

The unrelenting campaign on the service of warrants, which formed part of the PNP OPLAN PAGTUGIS against wanted criminals, resulted to the arrest of twenty-seven other wanted persons.

On the drive against illegal gambling in the province in the line with eradicating the lotteng and other number games, it arrested five (5) persons and confiscated several gambling paraphernalia to include the bet money amounting to six hundred twenty-pesos (P620.00) and the filing of criminal cases in court. This contributed in making Masbate “lotteng”-free.


On its drive to curb illegal fishing in the province, it effectively negated and apprehended forty-four (44) persons and confiscated fifteen (15) fishing boats, one (1) commercial fishing vessel and other fishing paraphernalia.

The campaign against the drug menace is equally remarkable as exemplified by the arrest of one (1) drug pusher, consisting of the seizure of 0.1 grams of shabu with DDB value of drugs seized amounting to one thousand pesos (P1,000.00).

In spite of the strict prohibition on illegal cutting of coconut trees, Masbate PNP were able to confiscate illegally cut coconut lumbers  with a total of three-hundred sixty-six (366) board feet and estimated value of four thousand six hundred fifty-eight pesos (P4,658.00)

As far as Crime Statistics for the month of December 2011, it shows a total of one hundred twenty-three (123) crime incidents as compared to the recorded crime volume in the same period of 2010 registering an increase of 29.42%.

The statistics revealed that on the aspect of crimes against person the following distribution were itemized such as fifteen (15) for murder, one (1) for homicide, seventy-nine (79) for physical injury, and four (4) for rape. While, on the crimes against property, it consists of the following: seven (7) for robbery, and seventeen (17) for theft.

On non-index crimes however ninety-six (96) were reported for the period compared to 92 of same period of year 2010 registering an increase of 4.34%.

With this development, the PNP Provincial Command here in Masbate under the leadership of Police Senior Superintendent HERIBERTO OBIAS OLITOQUIT, is committed to further beef up anti-crime operations in the province in order to better serve and protect the people.

Suspects on the shooting incident in Batuan town charged with frustrated homicide

In a recent report that reached Masbate Police Provincial Office that Batuan Municipal Police Station has filed a case for frustrated homicide against the three identified suspects on the shooting incident that transpired at about 8:00 o’clock in the evening of December 20, 2011 at Sitio Rawis, Brgy Poblacion, Batuan, Masbate.

The suspects charged with frustrated homicide before the Provincial Prosecution Office, Masbate City docketed under NPS No. V-12-INV-12A-02115 dated January 2, 2012 were Ely Villareal @ “Enke” 49 years old, single, jobless, and a certain “alias” Putino Bugnot and Rommel Vidal.

Reports said that while the following victims identified as Junie Gois y Masdo, 33 years old, married, businessman and a resident of Brgy Poblacion, Batuan, Masbate and Ely Tuzon y Calolot @ “Apong”, 44 years old, married, farmer and Rea Batotok, 2 years old, both residents of same place, were passing by the house of one of the suspects when Junie Gois was invited but as he came to approach he was shot with the use of homemade shotgun hitting him on his body  and also wounding both Ely Tuzon and the 2 years old girl by the bullet splinter on the foot and stomach respectively. Victims were brought to San Fernando District Hospital for medical treatment. Motive was due to personal grudge.

Responding elements of Batuan Municipal Police Station led by SPO1 Buen B Cerillo were able to recover from the crime scene one piece shotgun pellet and one deformed slug for unknown caliber and conducted follow-up operation for the possible arrest of the suspects.

The Masbate City Police Station, headed by Police Superintendent RODOLFO CERVANTES ABELLA, Officer-In-Charge, has filed a murder case against the identified suspect on the shooting spree that transpired at about 2:20 in the morning of January 1, 2012 at Purok 7, Brgy Kinamaligan, Masbate City wherein the victims were spouses Generoso Maglente y Montilla, 50 years old, married, mechanic; Mary Jane Maglente y Bautista, 40 years old, married, jobless; and their daughter Ruth Maglente y Bautista, 8 years old, Grade 2 pupil, all residents of said place.

Reports said that the victims were all rushed to Masbate Provincial Hospital, Masbate City, however, Generoso was pronounced dead on arrival by the attending physician; while Mary Jane and Ruth with severe injuries sustained at the leg and arms were now recuperating at said hospital.

Responding elements of Masbate City Police Station led by Police Senior Inspector EDGAR B DELFIN immediately proceeded to the crime scene and conducted pursuit operation that led to identification and arrest of the suspect.

The suspect identified as Junil Gonzaga y Cos of legal age, married, and a resident of Purok 7, Sitio Bagalihog, Brgy Kinamaligan, Masbate City was charged before the National Prosecution Service, City Prosecution Office, Masbate City docketed under NPS Number V-04-INQ-12A-00184 dated January 2, 2012 thru inquest proceedings. 

The arrest of the suspect is considered a major breakthrough on the case.

TANOD APPREHENDED FOR ILLEGAL POSSESSION OF FIREARM

An alleged barangay tanod was arrested by the elements of San Pascual Municipal Police Station and 5RPSM led by PO3 Dan Espinosa at Sitio Ubos, Brgy San Pedro in San Pascual town.

Reports said, Edgardo Ablater y Ranzales, 40 years old, married, barangay tanod of said place was nabbed by the said elements at about 3:15 in the afternoon of January 1, 2011 when they chanced upon the suspect carrying a pistol while at the illegal cockfighting area.

Recovered from his possession, control and custody was a .45 pistol bearing serial number 942613, make Caspian, with one piece magazine assembly and five pieces live ammunition for same caliber.

Arrested person and recovered pieces of evidence were brought to San Pascual Police Station for investigation and filing of criminal charges.

POLICE INVESTIGATE FATAL VEHICULAR ACCIDENT ON NEW YEAR’S EVE

Police are investigating a fatal vehicular accident involving two motorcycles that occurred at Brgy Matiporon, Milagros, Masbate at about 12:30 in the morning of January 1, 2012.

One of the motorcycles, a Fury Kawasaki 125, color green and black bearing plate number 8681ES driven by Luciano Godines y Bocado, 23 years old, together with his nephews as backrides identified as Jelord Godines y Ramirez, 13 years old, and Edjie Godines y Ramirez 15 years old, all residents of Brgy Matiporon, Milagros, Masbate accidentally hit the other motorcycle a Honda XRM 125, color red bearing plate number 4720ER driven by Larry Balangon Jr y Aganan, 23 years old, without driver’s license and a resident of Brgy Tawad, Milagros, Masbate.

As a result of the collision, Jelord Godines died at the scene; Luciano Godines was pronounced dead on arrival by the attending physician at Masbate Provincial Hospital, Masbate City; and Edjie Godines was in ICU of said hospital for severe injuries. While Larry Balangon Jr. also sustained injuries in different parts of his body.

Initial investigation conducted by the responding elements of Milagros Municipal Police Station led by SPO3 Felipe A. Duero disclosed that the said motorcycles were running at high speed, when one of them attempted to overtake but instead sideswiped the other causing both of them to crash.

Both motorcycles are now under the custody of Milagros Municipal Police Station for proper disposition.

Masbate PNP records zero indiscriminate firing incident

The provincial office here in Masbate of the Philippine National Police today assured the public that no policeman in the province have fired his or her firearms during the celebration of New Year’s eve.

Police Superintendent JEFFREY SURWEZ FERNANDEZ, Deputy Provincial Director for Administration confirmed this during the ceremonial removal of sealed gun muzzles of the PNP personnel held this morning at Camp Bonny Serrano, Masbate City.

All Chiefs of Police of the different police station here in Masbate reported that no police officer has fired his or her issued firearms during the New Year’s Eve celebration.

This is an indication that PNP’s campaign towards a peaceful celebration of New Year is successful and police officers province-wide adhered to the directives of PNP top officials.
